PROGRAM DESCRIPTION
IBTCI is recruiting for Congolese Monitoring and Evaluation (M&E) Specialists for a large USAID M&E program based in Kinshasa, Goma, and Lubumbashi, Democratic Republic of the Congo (DRC). The purpose of this contract is to 1) Enhance USAID/DRC’s ability to monitor its programs that address interconnected development challenges, offering integrated solutions and maximizing synergies across sectors. Under Component 1, the Contractor will provide monitoring and evaluation (M&E) services that will help the Mission make informed program management decisions; and 2) Provide coordination, monitoring, evaluation, research, organizational learning, knowledge management, and other relevant technical and/or advisory services for the Joint Education Program. Services under this Contract for the Joint USAID/DRC and DFID/DRC Education Program will assist USAID and DFID in determining the extent to which the Joint Education Program achieves its objectives in the targeted intervention areas.
POSITION DESCRIPTION
IBTCI is seeking a Finance and Administration Director, based in Kinshasa.
RESPONSIBILIITES
Finance
· Manage all aspects of day-to-day operations of finance functions in the project office.
· Assist in the implementation of effective & efficient systems of internal controls
· Ensure compliance with IBTCI and USAID policies and procedures.
· Prepare and submit expenditure worksheets to the DCOP for each month on or before 3rd of every subsequent month
· Review all payment documents for proper and adequate back-up. Prepare approvals in accordance with guidelines from the DCOP and/or COP.
· Review payroll for accuracy and adherence to overall budget.
· Review expenditure worksheets for accuracy and completeness.
· With the DCOP, prepare commitment lists every month for financial obligations already entered into but not yet captured in financial reports and prepare forecasts of cash needs on a monthly basis.
· Monitor cash flow and advise COP and DCOP in a timely basis of when project advances will be needed and for how much, keeping in mind the need for lead time.
· Prepare the monthly management accounts for DCOP and COP on a timely basis.
· Ensure timely preparation of financial reports required by both IBTCI HQ and Donors.
· Maintain IBTCI bank accounts and ensure adequate controls over cash and bank holdings
· Prepare bank reconciliation for project office and send it to main office by 3rd of every month.
· Serve as liaison with the project’s bank on all banking issues and ensure adequate controls over cash and bank holdings
· Ensure that statutory deductions are paid on time to avoid any penalty
· Ensure that advances taken in a given month are liquidated appropriately.
· Conduct a time sheet audit for project office from time to time.
Administration
· Responsible for overall management of administration functions
· Through DCOP, organise purchases of office materials and supplies plus procurement of other project needs in accordance with IBTCI procedures
· Manage and ensure that all office equipment [e.g., computers, printers, telephones, e-mail, fax and photocopier] is working and serviced on regular basis.
· Through DCOP, ensure that office/guest house agreements are drawn up and signed
· With DCOP, liaise and negotiate any changes to the property contract, improvements to the property with the landlords/ladies, or any other issues that may arise
· Monitor vehicle logs for accuracy and completeness.
· Communicate with DCOP on security issues within the office and outside the office
· Promptly report to the COP and/or DCOP any irregularities that occur within the IBTCI project office, staff compound, and sites on policy and procedures.
Personnel
· Supervise the work of the Finance/Administration Assistant and other support personnel (e.g., driver, cleaner).
· In coordination with DCOP, carry out appraisals for staff in the department.
· Provide support to Nairobi IBTCI office in all HR matters
· Maintain and oversee staff time sheets
· Ensure that all staff and local consultants have valid contracts and job descriptions and that they understand them
· Arrange local logistics for expatriate consultants and IBTCI staff, provide them with in-country orientation for activities in the DRC and provide them with an orientation pack.
General duties
Perform other duties as may be assigned by the Chief of Party or Deputy Chief of Party
QualificationS/Requirements
· Bachelor’s degree in Accounting or comparable field and/or an Advance Diploma in Accounting from a recognized college/institutions
· CPA and/or eligibility for CPA/ACCA registration
· Minimum of five (5) years of accounting and administration experience.
· Computer literate with significant experience in Excel. Good familiarity with Microsoft Word. Familiarity with Powerpoint a plus.
· Written and spoken fluency in French and English.
· DRC citizenship
