Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the direct supervision of the Chief of Mission (CoM) in Kinshasa, Democratic Republic of Congo (DRC) and in cooperation with relevant units at Headquarters and Regional Office (RO Pretoria), the successful candidate will be responsible and accountable for the implementation, oversight, and co-ordination of all IOM activities in the Sub-Office, including finance and administration, reporting, monitoring and evaluation in line with IOM Mission guidelines.

Core Functions / Responsibilities:

  1. Establish, develop and maintain working relationship with district and provincial Governmental authorities, United Nations agencies, International Organizations and non-governmental organizations (NGOs).

  2. Oversee overall implementation of all IOM projects implemented within the Area of Responsibility (AOR). Ensure projects are implemented and regularly monitored in collaboration with IOM technical staff.

  3. Be responsible for all aspects and finalization of projects in the area of tendering, contracting, monitoring, and reporting to designated Programme Manager (PM) and Resource Management Officer (RMO).

  4. Oversee contractors' implementation in the areas of monitoring, change of orders, contract compliance, quality assurance, and documentation of all interaction. Ensure that projects are completed to a satisfactory standard before payment is authorized.

  5. Identify new projects for development and write the concept papers for IOM to develop into projects. Ensure all cooperation with provincial government partners and communities has been obtained in writing.

  6. Bring to the attention of the CoM, relevant PM and the Mission Management any projects which are not meeting timelines or where quality standards are not being met and provide solutions for improving the existent quality control system.

  7. Act as a focal point for projects for respective Programme Managers, providing them with programme specific reporting and any other programmatic related information.

  8. Provide to the local authorities updates as regard projects' progress and coordinate their support in solving the political issues which may be raised.

  9. Ensure all reports and administrative activities in the AOR are submitted to finance and RMO timely and accurately following all IOM procedures. Ensure that all efforts are made to prevent and avoid fraud.

  10. Ensure that the sub-office follow established instructions and guidelines on project monitoring and implementation methodologies in areas inaccessible to IOM staff; suggest and develop further actions to enhance existing guidelines.

  11. Provide advice to the CoM and the mission Management on immediate humanitarian assistance needs identified by provincial authorities and the government.

  12. Attend security meetings and to report significant security issues and incidents to the

Security Officer in the sub-office and COM.

  1. Coordinate closely with the designated Officer in Charge of United Nations Department for Security and Safety (UNDSS) in the region, civilian and military governmental authorities, donor representatives, tribal leaders, village councils, militias and others to ensure security for all IOM staff members and sub-contractors enforcing the mission security regulations to protect mission staff and property.

  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in management, humanitarian and migration-related activities, complex project implementation, liaison with governments and international agencies;

• Practical experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM finance, procurement and HR

procedures and rules;

• Experience in providing direct assistance or definitive hands on experience with refugees, asylum seekers and other beneficiaries;

• Experience with project implementation, scheduling and deployment of resources;

• Strong management capability and experience, especially in the field of humanitarian assistance.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
