Democratic Republic of the Congo: Deputy Technical Lead

Context

United Kingdom’s Department for International Development (DFID) wants to empower the private sector to be an engine of growth and job creation in the Democratic Republic of Congo (DRC) so that it increases economic opportunities for poor people. Its private sector development (PSD) strategy in DRC is built on three pillars: improving access to financial services, addressing market failures in a range of sectors, and creating an enabling business environment. DFID has engaged PwC to manage the five year, £35 million Essor programme which will, on an as-needed and adaptive basis, design and implement interventions to improve the business climate. The portfolio currently includes the following seven worsktreams:

  • OHADA;
  • Anticorruption;
  • Construction Permits;
  • MSME RGA;
  • Access to Finance;
  • Access to Electricity;
  • Agricultural Value Chains.

Mission

We are looking for a full time international consultant to fill the role of Deputy Technical Lead of the Anticorruption workstream on the Essor programme.

The primary responsibilities of the consultant will be:

  • Managing the overall project workplan and results framework
  • Providing strategic input into workplandesign
  • Overseeing project contributions to programme reporting and knowledge management systems
  • Supervising project budget and spend
  • Managing the project team on a daily basis
  • Leading on the Fiscal and Administrative Burden (FAB) and Legal Reform interventions
  • Liaising with programme leadership on a daily basis and representing the project at programme level meetings

Secondary responsibilities may include supporting to the technical lead in the following areas:

  • Anti-corruption mainstreaming across Essor portfolio
  • External collaboration efforts e.g. ELAN-Essor joint initiatives
  • Cross-border trade interventions

Profile of the successful candidate:

  • Masters in International Development, Law or a related field;
  • Minimum 10 years of professional experience in project management in an International Development setting, preferably in the areas of governance, rule of law or anticorruption;
  • Excellent oral and written French and English;
  • Good knowledge of reporting and project management tools;
  • Excellence track record of working in internationally diverse teams;
  • Experience of working in the DRC with National and Provincial Authorities preferred.
