Pact’s Mines to Markets Signature Initiative (“M2M”) assists resource-dependent communities to gain lasting benefits from the more sustainable use of the natural resources around them. Pact takes an integrated approach to its work in the mining sector. We link mining to livelihoods, governance, health, environment, and the strengthening of local, regional, and national institutions. The M2M program is currently active in eight countries around the world, working with all scales of mining from industrial operations in major mining zones to individuals in remote sites.
Artisanal and small-scale mining, or “ASM”, typically uses manual labor, simple tools and basic recovery and processing techniques. This work is a profoundly important livelihood for over 30 million men, women, and youth around the world who are the world’s ‘hidden suppliers’. However, ASM is often clandestine, illegal and socially disruptive. Through many years of working closely with artisanal mining communities, Pact has developed an exceptional skill set and a team of experienced practitioners who know how to work sympathetically, effectively, and comprehensively with artisanal miners to address the challenges they face.
Our areas of intervention span the full range of needs from: supporting government and regulatory capacity related to ASM; health and safety issues; improved techniques and access to markets; organization and resource rights; conflict management and mitigation; microfinance and debt-management; rights and security for women miners; reducing the Worst Forms of Child Labor in mining; literacy; and alternative livelihoods.
Pact has been established in the DRC since 2004 during which time we have covered a wide range of programmatic issues including health, HIV/AIDS, child abandonment, conflict resolution, livelihoods, and forest conservation. M2M has been at the heart of our work in the DRC since the beginning and we have an extensive portfolio of engagement in the mining sector working with government, mining companies, ASM communities, mineral traders, and civil society.
Position Purpose
The Child Labor Program Manager will lead a diverse portfolio of interventions to address the issue of Worst Forms of Child Labor in the mining sector in the DRC. This portfolio will consist of projects funded by a range of donors using an integrated approach to address issues such as supply chain responsibility, regulatory compliance, market access, capacity building, child protection, education services, livelihood strengthening, and advocacy. This will be a high profile role requiring a candidate who can work as easily and effectively at the community level as in international forums with end-user corporations.
Key Responsibilities
Deliver a high-quality, high-profile, integrated program to address Worst Forms of Child Labor in the mining sector of the DRC using both remedial and preventative approaches
Manage the execution and implementation of program plans and budgets by Pact and partners in a timely, effective manner using adaptive management techniques to predict and accommodate changes in the operating environment
Supervise program staff on a day-to-day basis including recruitment, internal training, timely remuneration, performance management, etc.
Oversee the management of program offices that may be established including assuring effective systems are in place for procurement, maintenance, HR management, etc.
Lead year-on-year program planning which takes account of achievements and obstacles in an iterative manner with a focus on achieving sustainable results
Work with multiple stakeholders with differing agendas and challenging demands/constraints in a coordinated and positive way
Coordinate partners in day to day management and implementation of the program in accordance with the work plan
Lead the development, review, and editing of all partner program documents including progress reports, program descriptions, implementation plans, budgets, and MERL plans
Support partners to ensure timely reporting, monitoring and analysis of results against set targets, and use of data to adjust implementation strategies as necessary
Review partners’ financial reports on a monthly basis to ensure adherence to IPs and budgets
Maintain a constant overview of the local, regional, and national security situation using practical understanding of the political economy and agreed tools such as risk analysis and security plans; ensure observation of security protocols by all staff, partners, and visitors
Represent the program at public events at local, national, and international levels
Develop technical papers, presentations, and reports to document program implementation, key achievements, best practices, and lessons learned to share with the donor and other relevant stakeholders
Assist with closeout activities including final financial and programmatic report, financial reconciliation of sub-grant funds, and property disposition
Perform other reasonable duties as assigned
Basic Requirements
A Master’s degree in Public Health, Social and/or Behavioral Sciences, Child Care, or a related field, with specific emphasis on community-level mobilization and/or capacity building. A knowledge of the mining sector and/or supply chain management is an advantage
Experience in child protection and/or child labor
Minimum of 10 years’ experience technical program support, of which at least 5 should be in NGO program management
Ability to work independently, take initiative, and manage a variety of activities concurrently
Demonstrated ability to manage multiple projects effectively
A strong team player with excellent interpersonal skills and ability to work in challenging environments including conflict/post-conflict situations
Demonstrated skill in diplomatic engagement of diverse actors across industry and government
Ability to communicate (verbally and in writing) technical issues effectively and persuasively; demonstrated experience of public speaking and engagement with the media
Fluency in French and English
Ability to use MS Office (Word, Excel, Access, PowerPoint)
