Program / Department Summary

Mercy Corps has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of approximately 200 people working in North and South Kivu Provinces. Mercy Corps' national office is in Goma with a provincial office in Bukavu and field offices in Mweso, Masisi (North Kivu). Current Mercy Corps activities focus on the provision of Water, Sanitation and Hygiene (WASH) services in camps of internally displaced people and affected communities, but also large-scale WASH infrastructure and service delivery development in urban centres. Mercy Corps also has Food Security, Economic Recovery/Development programs, with an increasing shift towards transitional and integrated development programming. The DRC team has a strong commitment to providing entrepreneurial and innovative solutions to development challenges, and is actively seeking and facilitating market-based solutions.

General Position Summary

The Logistics Specialist is responsible to lead the installation and logistical set-up of a new field office for 40-60 staff under the USAID funded South-Kivu Food Security Program (SK-FSP) to ensure smooth running of the office. Main responsibilities will include office/guesthouse building upgrades, Fleet systems, IT systems, security systems, and stock and warehousing set-up. The Logistics Specialist will also lead on large procurement of materials and equipment, and establish all necessary field preferred supplier agreements. S/he is under the responsibility of the DCD - Operations and having a functional link with the Logistics Manager of Goma. S/he will provide necessary training to field operations support staff, while ensuring that a support strategy for healthy, robust and integrated systems is in place.

Essential Job Responsibilities

Strategy & Vision

  • Develop the SK-FSP procurement plan in conformity with Mercy Corps DRC standards.
  • Develop/adapt, implement and train team on all necessary SoPs, policies, procedures and systems.
  • Uphold Mercy Corps' Zero tolerance policy to corruption

Procurement

  • Ensure implementation of procurement systems at the Katana field office in accordance with MC DRC standards.
  • Develop a comprehensive dashboard for Procurement, to ensure follow-up and analysis is updated on a weekly and monthly basis and forwarded to Goma.
  • In coordination with program staff, lead on large procurement of start-up materials and equipment for SK-FSP Program and field office
  • Establish all necessary supply contracts and preferred supplier agreements for the SK-FSP program and field office.
  • Ensure all tenders are properly conducted and archived according to Mercy Corps procedures.

fleet management

  • Train field fleet management staff and ensure that systems are in place to track maintenance schedules, fuel usage and vehicle scheduling as described in the Field Fleet Management Guidelines.

Stock and Asset Management:

  • Supervise reception of goods as per the description on the purchase order/request. Inspects goods upon delivery and rejects inadequate, broken, lower quality and other items not meeting the requirements of the order
  • Set-up and train team on stock and warehouse management systems and tools in accordance with MC Stock Management procedures and systems,
  • Implement tracking system for all assets to ensure accurate record keeping of Mercy Corps and donor assets, including exceptional items that require registration and movement tracking, in accordance with the Mercy Corps Asset Management Manual
  • Ensure respect of MC procedures in Stock Management
  • Collate and review data, and prepare report of monthly stocks as instructed by a logistic manager of Goma

IT Support

With the support of Goma Office:

  • Set-up all IT systems and infrastructure for the field office.
  • Ensure that the backups of the computers are effective and functional.
  • Ensure Internet connectivity is adequate versus needs.
  • Analyze and suggest improvement on the quality of the internal network

Reports Directly To: DCD - Operations

Works Directly With: FSP CoP, Logistic Manager Goma, Procurement Manager Goma**,** Program Managers, Finance Manager, HR Manager, Security Staff, Bukavu Log and Procurement Staff.

Knowledge and Experience

  • 3-5 years field experience setting up and managing logistics systems with INGOs with supervisory responsibilities.
  • BA/BS degree in a relevant field. Masters preferred.
  • Demonstrated understanding of complex environment, related security concerns and appropriate responses with experience in insecure context.
  • Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
  • Knowledge of Mercy Corps systems and procedures desirable; knowledge of USAID regulations an added advantage.
  • Strong ICT skills a must and vehicle mechanic knowledge an added advantage.
  • Effective organizational, prioritization and result management.
  • Excellent verbal and written French and English skills required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Success Factors

The successful Logistics Specialist will be good at problem solving and have the ability to work out methods to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with MC and donor regulations. S/he will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel while demonstrating the ability to multi-task, meet deadlines and process information. S/he will be able to live and work closely with a diverse team of individuals in a highly intense and fluid work and security environment and be willing to travel regularly to Mercy Corps coordination offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in Bukavu, South Kivu, DRC and it requires up to (50 %) travel to field office and Goma.

This is an unaccompanied post. The position is entitled to share staff housing in Bukavu and is not eligible for hardship but is eligible for R&R.

While conditions in the country are improving, and security is quite stable in Bukavu, there are still pockets of violence and insecurity and petty crime is on the increase. Mercy Corps' sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Years of conflict and corruption have badly damaged the country's infrastructure. Air travel is necessary to get from one end of the country to the other. There are virtually no telephone land lines in the DRC, though mobile phones and cellular service are widely available. Internet is limited, but available in all Mercy Corps offices. There are a number of health services available with several evacuation options for serious illnesses. There's reasonable access to most consumer goods, although they can be expensive.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps' policies, procedures, and values at all times and in all in-country venues.
