Founded in 2011, the International NGO Safety Organisation (INSO) is a British charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

The Organisation has grown from innovative start-up to become a globally recognised charity and a highly valued component in the humanitarian safety coordination system.

The strong focus on humanitarian principles and exclusive NGO-only membership criteria have meant that INSO is now accepted as a standard component of modern humanitarian response offering independent frontline reporting and coordination services that save lives, strengthen operational practice and enable humanitarian access.

Today the organisation provides daily support to more than 1000 NGOs in eleven of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.

INSO DRC

INSO DRC provides services in the North and South Kivu to over 100 humanitarian organisations with the aim to enhance the delivery of aid and preserve the safety of staff. INSO operates from two regional offices in Goma and Bukavu, and a sub-office in Beni.

We are seeking an experienced individual to join our team as Country Administration Manager (CAM) to be based in Goma, the North Kivu, with travels to other INSO offices in DRC when required.

Job Summary

The Country Administration Manager, liaises closely with the Country Director, and has the responsibility to implement, enforce and monitor INSO standard operating procedures in finance, accounting, administration, human resources, logistics matters (including procurement) at the programme level. The CAM also trains and orients the local log-admin-finance-HR team, oversees the accounting and prepares financial reports as per INSO’s and donor’s requirements.

Major Responsibilities:

  • Implement, enforce and monitor the admin and finance policies/procedures in compliance with INSO SOPs, DRC authorities, laws and donor requirements
  • Follow the finance schedules in order to meet the financial reporting requirement to the Finance Director and donors
  • Implement, enforce and monitor logistics/procurement policies in compliance of INSO SOPs and donor requirements
  • Develop and implement a proper internal control in order to protect the country’s assets (cash and equipment) with the Country Director
  • Ensure the programme is in accordance with local laws, in term of financial reporting requirements, labour laws and taxation
  • Oversee the administrative and logistics department of the country programme and, when required, be involved in local staff recruitment of the administrative, finance, HR and logistics department; develop and deliver a training program for that team
  • Oversee technical support to the Country Director and Safety Advisors in all administration, finance and logistics matters

Mandatory requirements:

  • Fluent in French and English (written and spoken)
  • Minimum of two (2) full years in NGO financial management and administration at field level
  • Donor/contract management experience and donor policy knowledge (ECHO, USAID/OFDA)
  • Degree in Accounting, Administration and Finance
  • Understanding of humanitarian principles and practices
  • Diplomacy and communication skills

Preferred characteristics:

  • Experience with logistics
  • Experience in Human Resources Management
  • Experience in staff training and capacity building
  • Previous experience in administering projects in DRC
  • Experience with managing internal and external audits

T*erms & Conditions:* *12-month contract with expected start date of 01 April 2017, €4550 per month salary, 4 days annual leave per month and 7 days of R&R every three months, global medical coverage, €150,000 AD&D coverage*
