In 1987, PSI network member, Association de Santé Familiale (ASF) was established in Kinshasa, Democratic Republic of Congo (DRC). ASF implements health programs focused on malaria prevention and case management, HIV prevention and HIV/TB case management, family planning & reproductive health, and maternal and child health (point of use water treatment, diarrheal disease management, and male engagement). Annual revenue for 2017, is estimated to be approximately $80 million. ASF has 320 employees working in 11 offices and 23 warehouses throughout DRC.

Your contribution
You will lead a department of 15 people including 3 direct reports in the main office in Kinshasa, plus 15 more people in satellite offices across the country. You will report directly to and collaborate closely with the Country Representative (CR). You will be part of the broader PSI team, working with your local colleagues as well as colleagues in PSI's global operations to support ASF's needs. Your responsibilities will include:
Strategic
- Contribute to local strategic planning and goal setting in line with PSI's global strategic plan
- Maintain sound financial systems and policies in line with GAAP, PSI policy, funder regulations, and local law
- Provide assurance that records and controls are sufficient to ensure the accuracy and reliability of financial information
Leadership
- Lead the local country team in the implementation of new financial system, in conjunction with the PSI global finance team
- Liaise with headquarters for training, reporting, problem-solving, system issues and other needs as they arise
- Build the capacity of both finance and non-finance staff; support the capacity building of sub-awardees
- Coach finance staff to achieve goals and professional growth
- Manage projects and initiatives, including getting buy-in from stakeholders and following up to ensure implementation
- Lead change management when implementing new processes and systems
- Promote and demonstrate an ethical environment, in line with PSI's values of honesty and acting with integrity
- Enforce the application of appropriate procedures and internal controls
Financial Reporting
- Review and approve, in conjunction with the CR, the monthly financial certification package including all supporting schedules and the trial balance
- Review and approve donor bills and funder financial reports prepared by headquarters
- Liaise with funders on financial matters; support good relationships with funders
- Ensure timely submission of all statutory reports including tax returns
Budgeting
- Lead the implementation of departmental budgeting
- Support budget and proposal development, and budget monitoring and re-alignment, by supplying timely and accurate financial information to program teams
- Support the development of the annual operating budget (AOB) by headquarters
Compliance
- Ensure that policy, process and procedure manuals as well as forms and workflows are implemented in accordance with PSI's requirements and are kept up to date
- Ensure that accounting entries and financial reports comply with GAAP, PSI policy, funder regulations and local law
- In collaboration with legal counsel and the CR, minimize legal risk to the organization and address any legal issues that arise
Audit
- Oversee all internal and external audits, working in conjunction with PSI global finance team and the regional support team where required
- Prepare management comments for audit reports
- Create and implement action plans to remediate audit findings
- Manage relationships with internal and external auditors
Treasury
- Review and approve Operating Advance Requests (OARs) for cash advances from headquarters
- Manage cash flow in the country office and maintain relationships with local banks
- Identify innovative ways to minimize cash risks using new technologies such as online banking and mobile money
What are we looking for?
- You have at least 15 years of experience in accounting and/or finance, including at least 5 years in a West or Central African country and at least 5 years in a senior management role.
- You are a professional accountant (MS, CPA, ACCA, Chartered Accountant, Certified Accountant, MBA or equivalent experience required).
- You are fluent in spoken and written English and French.
- You are familiar with funder regulations including USAID, Global Fund, and DfID.
- You have a working knowledge of integrated accounting systems such as QuickBooks Enterprise.
- You are able to travel internationally up to 15% of the time.
- You can adapt smoothly to the country cultural and operating contexts
