Palladium is seeking a DRC-based Monitoring, Evaluation, and Learning (MEL) Director to lead monitoring, evaluation, and learning for an upcoming USAID-funded bid, DRC Integrated Health Project (IHP). The purpose of the IHP is to strengthen the capacity of Congolese institutions and communities to deliver quality, integrated health services to sustainably improve the health status of Congolese citizens. The MEL Director will be responsible for leading high-level monitoring and evaluation activities, and collaborating with program partners and subnational stakeholders. Activities will include: developing and rolling out the project performance monitoring plan and management information system, building the capacity of program partners and grantees to collect, manage and report high quality information, adhering to USAID reporting guidelines, and developing program evaluations. The MEL Director will also be responsible for building the capacity of Local Government to interpret and use information on health services and client outcomes to better plan and coordinate care. The technical area of expertise is advanced M&E of health and/or other social service programs. Working in collaboration with the program senior management team, the MEL Director will:

  • Support the roll-out of the project performance monitoring plan building, ensuring adherence to USAID M&E guidelines throughout the project, including supporting the design and pilot-testing of data collection and monitoring tools;
  • Support the design and implementation of a formative research, project baseline, mid-term and final evaluations and other research in partnership with Palladium HQ, TAP program staff and USAID DRC;
  • Participate actively in technical working groups around M&E;
  • Analyze available country- and program-level data to support evidence-informed policy and programming; build the capacity of program partners and sub-grantees to analyze data and develop country level briefs;
  • Liaise with and provide technical leadership directly to key sub-national stakeholders in areas related to M&E of health programs, including strengthening M&E systems of civil society organizations (CSOs) and government health offices and advocating for data use for evidence based programming at the sub-national level;
  • Provide technical support to stakeholders at all levels in the use of health data and information;
  • Oversee data quality work and related M&E strengthening within the program including routine data quality assessments (RDQAs);
  • Develop/adapt and apply tools and curricula to build M&E capacity of key program stakeholders such as sub-national government staff and local CSOs to collect, report and use quality data up to provincial and national levels.
  • Write technical reports and present technical activities both internally and externally to high-level stakeholders;
  • Where required by the prime, represent the program in technical, policy and planning forums with USAID, the Government of DRC and other key stakeholders.
  • Manage a team of M&E professionals including delegation of work, supervision and leadership.
  • Other activities that may arise as assigned by the prime or Palladium HQ

Requirements

  • Master's Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field is required;
  • Minimum of 10 years of experience supervising monitoring, evaluation and research efforts, preferably with respect to health systems strengthening, capacity building, and service delivery;
  • Extensive experience with Monitoring Evaluation and Learning and knowledge of global policy commitments to FP/RH, HIV and AIDS, and Maternal Health.
  • Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and nontechnical audiences;
  • Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable;
  • Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills;
  • Proficiency in both French and English
