Location: Kinshasa with deployment to Field Offices

The role

The Finance Manager (Surge for MB Modelling) will work closely with the Finance Director and Finance Manager and FOs staff to analyse the existing funding gaps and propose viable models to adapt the Master Budget to the existing pipeline. S/he will develop the National Master Budget adapted to different pipeline scenarios to inform the decision making regarding sustainable structure design and implementation.

  • Support the finance department with the analysis and absorption of the existing funding gap (gap analysis, modelling according to different pipeline scenarios, recommendations in terms of appropriate resourcing by location and sector).
  • Reconciliation of accounts and salary advances, including the recoding of incorrect postings at FO and CO level
  • Quantification of disallowable costs, analysis of mitigation measures
  • Support Field Managers in building field-level master budgets; provide training to field level staff on the MB process

Qualifications and experience

Essential

  • Relevant finance qualification from a credible institution.
  • Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments
  • Experience of working in remote field bases with limited infrastructure
  • Proven operational finance track-record in an NGO
  • Excellent skills in handling and advising on complex people management issues
  • Experience of and well developed skills in recruitment and selection
  • Good attention to detail
  • Good facilitation skills and ability to deliver induction briefing/training
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
  • Fluent in written and oral French and English

Desirable

  • Previous experience with SCI
  • Knowledge of the Central Africa Republic Humanitarian and Development context
  • Experience in change management processes in NGOs
