The Enhancing Services and Linkages for Children Affected by HIV and AIDS (ELIKIA) project, is a PEPFAR-funded project being implemented in 10 health zones in Haut-Katanga province of the DRC. The project will support orphans and vulnerable children (OVC) and their households, as well as strengthen health and social service referral systems and build the capacity the Division of Social Affairs (DIVAS) and civil society entities to implement child protection and welfare activities. Education Development Center Inc. (EDC) is the lead contractor on this activity and Palladium is a subcontractor. Palladium is interested in hiring a consultant to conduct the assessment of the M&E capacity of the district social welfare system, working with ELIKIA's M&E Director and Palladium headquarters staff. Level of effort will be 20 days. Specifically, the consultant will:
- Work closely with the ELIKIA M&E Director and other ELIKIA staff as needed to adapt available M&E capacity assessment tools to the Congolese context;
- Schedule meetings and conduct assessment at DIVAS offices;
- Analyse and interpret findings from the assessment;
- Develop recommendations based on assessment findings;
- Summarize the capacity assessment, findings and recommendations in report format;
- Provide regular updates and hold meetings to ELIKIA M&E Director and Palladium headquarters staff.
Deliverables include:
- Finalized M&E capacity assessment tool, adapted to Congolese context
- PowerPoint presentation of the assessment findings and recommendations
Report summarizing capacity assessment findings and recommendations
French language skills required, English language skills preferred;
A minimum of five years' experience working in monitoring and evaluation;
Understanding of social welfare systems, preferably within the DRC context;
Previous experience assessing monitoring and evaluation systems and/or implementing organizational capacity assessment tools;
Ability and willingness to travel to and within Haut Katanga province;
Experience working in the Congolese context preferred;
Ability to work independently with remote supervision, and as part of a team.
Proven track record in submitting deliverables on time;
Preference given to those working in the DRC and/or the region.
