NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. In line with NRC’s institutional core competencies, the DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance and, increasingly, cash and voucher support to promote choice and dignity while impacting directly on local market economies to protect livelihoods); ICLA to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and, as of 2013, WASH activities are undertaken in support of the above 3 areas of intervention to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines.
We are recruiting a Protection and Advocacy Adviser (PAA) to continue the work of on protection and advocacy in the country programme.

Job description
- Ensure that protection, advocacy and gender is mainstreamed into the overall country strategy
- Provide timely and context specific information to internal and external stakeholders
- Ensure that core competency staff identify and respond to prioritised advocacy and protection concerns
- Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the country strategy
- Ensure that NRC global advocacy and protection strategies, plans and policies are implemented as relevant in the DRC and feed local knowledge and analysis into NRCs global advocacy
- Strengthen NRC's response to prioritized DRC advocacy and protection issues both within the country and internationally, engaging local to global levels
- Support and train NRC programme teams to mainstream protection and do no harm into their programmes and activities as well as to undertake programme related and results-based advocacy
- Lead the development and implementation of a DRC country advocacy strategy, in close cooperation with the CD and senior programme management, and with the support of the Regional Protection and Advocacy Adviser based in NRC HO. .
- Lead and coordinate planning and implementation of quality advocacy activities across the country programme in cooperation with the CD, programme staff and HO.
- Ensure consistency with NRC’s Strategy for Global Advocacy and lead implementation of relevant activities within the DRC.
- Act as the country office advocacy focal point for NRC’s global advocacy, liaising with NRC HO, Representation Offices and ensuring information sharing across the country programme on global advocacy and protection issues

- Support and train staff to mainstream protection and do-no harm into their projects and activities. .

Qualifications
- Minimum 3 years of experience from working as a Protection and Advocacy Adviser/Manager in a humanitarian/recovery context
- Professional knowledge of humanitarian and protection principles
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal; Good level of French is a minimum requirement
- Knowledge of the context in DRC or Great Lakes region
- Experience of training. Able to train on Protection.
- Proven drafting skills in English and French
- Valid international driver’s license

We offer

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station: Goma with 35% travel to the field locations and this is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
