Purpose of the Position
Chief Planning is accountable for the accomplishment of the following overall end-results through undertaking programme planning, exercising advisory role, providing guidance, coordination and leadership in policy and strategy development, in the oversight of the implementation of planning recommendations, as well as in the collaboration with the UN country team in support of the attachment of the MDGs:
1. The country Office has accurate, coherent and reliable up to date information disaggregated by gender on,
the situation of children's and women's rights;the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness and sustainability, and in emergency contexts, their coverage, coordination and coherence;2. The delivery of valid and reliable information on the attainment of the MDGs and other goals, and on the performance of UN-supported programmes;
3. National and sub-national monitoring, evaluation and research capacities are strengthened, with special attention to the gender equity and equality and the interest, concern and participation of primary stakeholders.
4. Data and evidence are generated and used to catalyze partnerships and collaborative relationships consensus on advocacy and actions needed for pro child initiatives.
Key Expected Results
1. Accurate, coherent and reliable information collected and reported on,
the situation of children's and women's rights;the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness and sustainability, and in emergency contexts, their coverage, coordination and coherence;2. Timely monitoring and measurements of changes in conditions due to programme or policies country or region are provided to the Country Office and national partners to facilitate national planning and assess the impact of the programmes and policies, and report on the progress made. Mechanisms set up to seek feedback from partners on assistance provided to them, to secure their contribution and use of data and information collected and analysed.3. Technical guidance and support provided for the collection of accurate, reliable, gender-specific and coherent information for the Country Office to effectively assess programme performance, with the involvement of key partners, in terms of progress towards key end results established in annual work plans.4. Technical guidance and support provided to ensure that Country Office Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team.
Key Accountabilities, Duties and Tasks
1.Planning
Lead in the preparation of Annual Work Plans for all offices and nationally, ensure their coherence and quality, and ensure that they are prepared and signed in good time.Assist in the development of the Annual Management Plan, making sure to factor in the complexities of DRC.Lead in the preparation of the new Country Programme for 2018-2022, liaising closely with management, programmes, field offices, and government partners to ensure the ownership and leadership of the latter.2. Monitoring and Reporting
Prepare, organise, oversee and report on mid-year and end-year Programme Reviews, which serve to monitor UNICEF DRC's performance against the Annual Work Plans.Establish and maintain regular monitoring systems allowing the DRC Country Office to monitor performance of programmes on a regular basis, in line with regional and global requirements.Oversee, as Country Office (CO) HACT Focal Point, the correct and effective implementation of Programme Visits as per the Assurance Plan. Ensure that CO colleagues have appropriate capacities to achieve the Harmonized Approach to Cash Transfers (HACT) Plan results and understand the centrality of PVs in the programme cycle.Manage the maintenance and deployment of RapidPro to the CO, ensuring competent uptake and broad usage.Oversee, with the Reports Officer, the quality and timely submission of donor reports.Manage the Country Office Annual Report process and ensure a quality final product.3. Budget Coordination and Resource Mobilisation
Oversee the regular provision of budget data to managers, making sure to highlight alerts, at weekly Head of Section and Zone meetings, monthly PCM and COMIT meetings, and in the Monthly Report.Organise regular budget meetings with sections in order to reinforce capacity and manage challenges.Oversee, as CO HACT Focal Point, the correct and effective implementation of spot-checks as per the Assurance Plan and organizational policy, and report to management.Manage the implementation of the Resource Mobilisation Strategy and update where necessary.4. Country Office Business Processes
Assist in the development of the Country Office Annual Management Plan, and be responsible for the monitoring of risk throughout the year.Prepare and facilitate monthly Country Management Team meetings, including agenda, action points, risk management.Prepare monthly PCM meetings.Provide weekly programme scorecards and report to Heads of Section and Zone meetings.Implement as necessary new tools from regional and global level.Participate in the PCA Review Committee and quality review. Manage the PCA approval process.Participate in the Country Office HACT Taskforce and liaise with the Regional Office on questions related to HACT.5. Interagency Coordination and Networking
Participate in the annual UNDAF Reviews as lead agency for one of the UNDAF result areasOversee UNICEF's contributions to interagency initiatives on SDG implementation, new PRSP development, etc. as required.Participate as necessary in interagency HACT Working Group with UNFPA and UNDP.Participate in the monthly PMT meetings as required by the Deputy Representative.Qualifications of Successful Candidate
An advanced university degree (Master's) in Statistics, Development Planning, Demography, Social Sciences, or a directly-related technical field(s) is required. * A relevant first-level university degree (Bachelor's), in combination with 2 years of additional relevant work experience, may be accepted in lieu of the advanced university degree (Master's).A minimum of eight (8) years of relevant experience, at the national and international levels, in programme planning, development and implementation, and monitoring & evaluation is required.Previous hands-on experience in a supervisory/managerial capacity is required.Previous work experience in an emergency duty station and exposure to emergency programming, including preparedness planning, is considered an asset.Specifics and proved knowledge/technical expertise with following software: DHIS2 - InDesign - GIS (or arcview).Fluency inEnglish and French (written and verbal) is required.Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.Competencies of Successful Candidate
