Your challenge
The Dutch Ministry of Foreign Affairs (MoFA) approved the concept note submitted by War Child and ZOA (lead) to the Ministry’s Addressing Root Causes of Conflict, Instability and Irregular Migration programme for DRC, called Tinawezekana (‘It is possible’), enabling government, civil society and communities addressing root causes of conflicts in the hauts plateaux de Kalehe.
In order to ensure adequate representation and participation of War Child in this process, War Child is looking for a Programme Manager (PM). The Programme Manager is responsible for leading the development of the programme, in particular War Child’s component, coordinating input from a range of internal and external stakeholders, and liaising on content and assuring an integrated approach with the ZOA as main applicant. This includes the development of the youth engagement (youth employment and youth civic involvement) approach, budget management and especially having economical stakeholders involved and invested in the youth engagement part of the project. The PM also ensures compliance to the Dutch Ministry of Foreign Affairs (MoFA) guidelines, including up to date grant documentation, and provides advice to the country director and the Sr Advisor PGM in the Netherlands.
Together with the Program development Manager (PDM), the PM ensures coherence with War Child’s global ‘Core Interventions’, as well as other interventions in DRC and the region, both by War Child and other actors. This potentially includes the joint ZOA-PLAN youth initiative currently under development. The position is based in Bukavu with frequent travel the project location (Kalehe Haut Plateau) and Goma, and if needed to the Netherlands. The position reports to the Country Director (CD), DRC and has a functional relation with the Senior Advisor Programme and Grant Management (Sr. Advisor PGM). The position will coordinate a small local program team.
Responsibilities
Project Development
Lead the development of the Addressing Root Causes of Conflict (ARC) project for War Child, in close consultation with the PDM, CD, Project Development advisors (PDA), team members, the Sr. Advisor PGM, and the technical advisors from ZOA;
Participate in relevant meetings with internal and external stakeholders, ensuring that War Child’s role in the project and contribution to project outcomes is clearly demonstrated;
Participate in the quarterly planning meetings and the steering committee of the consortium;
Lead the required assessments for the development of the proposal as agreed upon;
Develop the youth engagement (youth employment and youth civic involvement) concept as an integrated part of the overall ARC program, in collaboration with ZOA, VNGI and APC, the War Child country team and technical advisors;
Ensure the follow-up of a project budget, in accordance with MoFA guidelines and internal guidelines, in close collaboration with the Operations Support Manager (OSM), Project Controller, and Sr. Advisor PGM, and support the CD in the negotiations thereof;
Engage in identifying (strategic) partnerships with other (private sector) actors in the region to the youth engagement approach especially regarding youth employment, child protection and education actors;
Integrate the approach with ZOA’s, particularly in relation to market analysis and value chain development. Ensure that the overall approach is linked with/complementary to on-going I4S strategy and the Provincial Strategy and Action Plan for Stabilization and Reconstruction of South Kivu of February 2015.
Obtain involvement of the Dutch embassy to stimulate Dutch private sector investment that reinforce the youth employment intervention; build on this non-governmental, governmental and private sector approach for further dialogue with other actors/donors; actively engage with the NL MoFA on this approach and to the project’s contribution to MoFA’s multi-annual stability strategy;
Ensure leadership, planning and coaching of timely, accurate and compelling documentation throughout the programme development phase.
Fundraising and Proposal development
Assist country management in the assessment of gaps in programming and funding;
Identify additional funding and private sector investment to safeguard sufficient impact and allow scaling-up of the core activities of the youth engagement intervention.
Support the development of country fundraising plans and donor mapping, as part of the Strategy Development process for the DRC, in close collaboration with Sr. Advisor PGM;
In consultation with other program and support teams, design, develop systems, processes and tools to increase preparedness of WCH field offices to compete for grants (e.g. capacity building of design team on proposal development and planning, identifying potential partners, permanent assessment, rapid assessment tools etc.);
Develop and implement proposal development plans involving multifunctional teams and consultants as needed;
Give input to the grant manager related to the writing process of concept notes and grant proposals as needed;
Profile
A minimum of 5 years of relevant experience in programme development and management, fundraising and managing relations with partners/donors;
Proven experience with youth engagement programming and working with the private sector
Experience of acting in a senior representation role;
Experience managing local staff;
Experience living and working in complex security contexts;
Proactive search for and utilize organizational resources;
Excellent social and communication skills;
Planning and organizational capabilities;
Team player and hands-on mentality;
Result focused and cost-conscious;
Required: fluency in French and English (verbal and written);
Affinity with War Child Mandate.
University Degree in relevant discipline (social sciences, political science, international relations and development studies etc.).
