Overview

Management Sciences for Health (MSH) is seeking a Director of Monitoring & Evaluation for a potential five-year USAID-funded program to integrate efficient and quality medical, psychosocial, legal and economic activities to prevent or/and support survivors of Sexual Gender Based Violence (SGBV) in the DRC. The program will focus on four main pillars of: medical response, psycho-social support specifically the expansion of Cognitive Psychotherapy interventions, legal assistance, and socioeconomic reintegration. The new program will include a behavior change communication component to address communities, and specifically men and youth. The program will add restorative justice to complement the formal system and potentially address damages and compensation; engaging local researchers and institutions in data collection and analysis. The program will work in up to 10 health zones in Eastern Congo.

Overall Responsibilities

The Director for Monitoring and Evaluation will oversee the monitoring and evaluation (M&E) system for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID systems and MSH policies. The Director of M&E will be expected to develop a strong monitoring and evaluation plan consistent with USAID results frameworks, coordinate the collection of GBV data including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators.

S/he will also be responsible for building the capacity of national CSOs, FBOs and NGO partners to effectively monitor program implementation as well as other stakeholders in the collection, utilization, and dissemination of data. Ensuring that all monitoring and data collection activities are harmonized and information is shared. S/he will also assist the government to monitor programs and assess the robustness of implementing organizations’ data collection and M&E mechanisms. The Director will also oversee junior M&E staff and will work with partners to implement the project’s implementation research agenda.

Specific Responsibilities

  1. Design and implement the Project’s M&E system in close coordination with the technical team, including the development of performance indicators, setting annual targets, monitoring project progress against annual targets, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes. Indicators developed in line with USAID GBV indicators.
  2. Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as M&E tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction to the project.
  3. Participate in the design of and lead the conduction of a baseline study for all performance indicators that require a baseline value.
  4. Develop and implement a quality improvement system for the project focusing on the systematic strengthening of data quality for all program data.
  5. Support the government to enhance a health sector M&E framework and monitor GBV system strengthening interventions.
  6. Provide regularly updated and timely reports on the status of implementation, according to project goals, objectives and indicators, to the COP & DCOP, USAID and other program managers as required.
  7. Collaborate with the project technical team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons
  8. learned and best practices.
  9. Support the production of technical briefs and other technical documents on the project accomplishments and lessons learned.
  10. Support preparations for external and internal assessments, reviews, and/or evaluations commissioned by the donor agency and MSH throughout the implementation of the project.
  11. Work with consultants and partners to implement the project’s implementation research agenda.
  12. Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
  13. Perform other duties as assigned.

Qualifications and Experience

  1. A master’s degree in epidemiology, biostatistics, public health or a related discipline.
  2. At least 7 years of demonstrated experience designing, and implementing monitoring and evaluation activities for complex public health programs in developing countries.
  3. Experience with USAID GBV reporting requirements
  4. Experience in designing and implementing SGBV response and prevention programming, including use of various M & E tools and software’s.
  5. Excellent command of monitoring and evaluation methodologies.
  6. Knowledge of M&E issues related to improvements the quality of SGBV programming
  7. Previous experience implementing and managing a rigorous M&E system including developing and monitoring performance monitoring plans that track performance as sub-results/results and by funding stream.
  8. Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
  9. Ability to write quality reports for donors.
  10. Knowledge of and experience in operational and/or implementation research experience highly desired.
  11. Past experience leading and building the capacity of M&E officers, including remote, field-based staff, to meet program needs and deliverables is desired.
  12. Extraordinary organizational, verbal and written communication skills to manage project communications and disseminate project information.
  13. Excellent skills in MS Excel, Word, PowerPoint and other statistical analysis software such as STATA, SPSS are highly required. Expertise in using GBVIMS preferred as well
  14. Experience with USG/USAID programs/projects and reporting requirements required.
  15. Strong written and oral presentation skills and professional proficiency in English and French required.
  16. Demonstrated ability to build consensus and navigate complex political contexts. Ability to develop effective working relationships with USAID, stakeholders and other program partners and counterparts.
  17. Previous DR Congo and supervisory experience highly desired
