Angola: Warehouse and distribution system advisor

Chemonics seeks a warehouse management system (WMS) advisor (based in Luanda, Angola) to support the USAID Global Health Supply Chain Program - Procurement and Supply Management Project. The project will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries' management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. The individual will assist the Central Procurement Agency for Medicines and Medical Supplies (Central de Compras e Aprovisionamento de Medicamentos e Meios Médicos - CECOMA) in the choice of software and hardware for the warehouse management system. The advisor will take the lead in implementing the system at the central CECOMA warehouse in Luanda and at the 18 provincial warehouses that can track commodities of the government of the Republic of Angola, the President's Malaria Initiative, the Global Fund, and other partners. Responsibilities include:

  • Work closely with CECOMA warehouse and provincial warehouse staff to support supply chain logistics functions
  • Assist MOH/CECOMA to develop a job description and identify and engage a skilled information systems administrator to be the warehouse management system (WMS) focal person and counterpart to collaborate and work with the Warehouse and Distribution System Advisor
  • Develop an appropriate WMS strategy for CECOMA •Provide support in data abstractions from electronic databases for reporting purposes.
  • Liase and collaborate with the information systems administrator •Work with relevant staff to set up and initiate implementation of WMS for health at the 18 provincial warehouses
  • Design and implement human resource development materials and trainings to capacitate CECOMA and provincial warehouse staff to implement the new WMS
  • Work closely with CECOMA and provincial warehouses to develop appropriate indicators to monitor performance
  • Assist CECOMA to develop and implement appropriate supportive supervisory and on-the-job mentorship programs to strengthen e-WMS practices
  • Collaborate and coordinate with the Supply Chain Advisor in developing routine procedures for the NMCP, PMI, and other donors for early detection of potential stock-outs, expiries and overstocks
  • Contribute to the development of strategic and annual plans, performance improvement plans, Global Fund applications, and other guidance documents, as needed
  • Provide support in data abstractions from electronic databases for use in preparing quarterly progress reports to be submitted to the PMI Team at USAID, CECOMA, NMCP, and USAID Global Health Supply Chain Program

Qualifications:

  • Graduate degree in information technology, health information systems or equivalent, or related education or work experience required; graduate degree in pharmacy or in supply chain management preferred
  • Minimum five years of progressively responsible experience providing and managing technical assistance to strengthen the warehouse management system within the public health supply chain systems, conceptualization and design of manual and automated pharmaceutical logistics, and WMS building capacity of WMS end users
  • Up-to-date knowledge of current warehouse operations management best practices
  • Advanced hardware and software skills and experience with data management and system integration; demonstrated advanced computer skills in Microsoft Office Suite applications including Word, Excel, Outlook, PowerPoint, and Access
  • Experience in providing training, including setting up training programs and workshops, preferred
  • Creativity and ability to apply innovative thinking and problem solving and demonstrated ability to work independently or as part of a team, and to collaborate effectively with multiple partners in developing strategic solutions
  • Willingness and ability to be flexible and to respond to changing priorities and deadlines
  • Demonstrated leadership, versatility, and integrity •Willingness and ability to travel within Angola
  • Good writing, communication, and interpersonal skills, and ability to communicate effectively in Portuguese both verbally and in writing
