Objective Under the supervision of the Country Representative, the position holder will be responsible for ensuring compliance of all office administration and finance functions in adherence with CBM policies and international and local legislation. S/he will also be responsible for training local staff on compliance systems and tools.
Main tasks
Administration
Ensure that the office is compliant with respect to the following: registration, legal contracts, statutory & tax obligations
Ensure compliance with liabilities in the form of contingencies, leases and insurances country requirements in financial reporting
Contextualizes HR-specific guidelines and policies to country situation (recruitment, compensation, training, etc.)
Ensure proper management and documentation of cash flow
Work closely with the Country Representative in procurements matters
Operations
Ensure that financial management and accounting of the Country Coordination Office (CCO) budget and all finance managed by the Special Project Department (SPD) are in line with internationally acceptable norms, CBM standards and specific donors’ procedures
Maintains CCO financial records and accounts of daily transactions, ensuring accuracy, completeness and confidentiality
Report to donors regarding CCO budget and SPD implementations, ensuring compliance with international accounting standards as well as CBM accounting systems and procedures, and donors’ requirements
Organisation and Team Coordination
Promotes a cost consciousness culture, practices and advises CCO staff and partners on best financial practices, and provide assistance to programme staff and partners in budget preparation
Provide mentoring and coaching support to CCO and Partner organisations’ finance and administration staff
Professional Profile and Requirements
University degree in finance, accounting or related professional qualification (Chartered Accountant or equivalent)
At least 10 years of working experience in financial management, accounting, controlling and calculations methods, with focus on DRC or Central Africa
Proven experience within international companies/organizations focusing on reporting methods and processes
Experience in leading finance teams with a collaborative working style
Experience in the not-for-profit sector would be advantageous
